[Bug localedata/20206] Please add the new ay_BO locale

In Bolivia the Political Constitution
http://www.mindef.gob.bo/mindef/sites/default/files/nueva_cpe_abi.pdf,
Article 5, provides a clear and unique name for the language in question
'Aymara', this already is one of 36 official languages of the Bolivian
state. Then a locale that starts with 'ay' or 'aym' is more appropriate for
us, that related to the neighboring country of Peru.
On the linguistic discussion within the Aymara diversity, varieties can go
beyond using three different local and we know we might have to resort to
more specific locales as ay_BO@pacajes, ay_BO@oruro, and others, but the
generic name Aymara for all those varieties, it is unique for us.
