using the header of en_US is fine too. the problem is you don't seem to be
developing against git. please see the latest file here:

this applies to the category fields too which you can see in the latest git.
as for the week setting, i'm aware of the meaning of 1-vs-4. what matters is
not personal preference but the standards/references you can provide. CLDR
says to use 1, not 4, for Israel. can you provide an official document of an
Israel body (especially governmental) that says otherwise ?
