please provide exact details as to what you're referring to.  en_HK is already
using %Y in its date fields.

$ LC_ALL=en_HK.UTF8 locale -k LC_TIME
d_t_fmt="%A, %B %d, %Y %p%I:%M:%S %Z"
d_fmt="%A, %B %d, %Y"
date_fmt="%a %b %e %H:%M:%S %Z %Y"
