Chechen locale for RUSSIAN FEDERATION
Yes, file you submitted now compiling properly.
I just updated dates and added your name as a contributo, so in case anyone has
query he can ping you.
Process to get locale in glibc is bit tricky.

Glibc is already in freeze mode for 2.20 release. Next release is going to
happen in next six month, around Feb 2015. Still i dont have commit access and
my 3 patches are on hold for almost month now :)
If you have immediate requirement, will suggest patch or add locale file to
glibc archive using "--add-to-archive"
