It's 2.23.1 in Fedora 24. So do you think this is a Fedora-specific issue? It was there in a fresh install of Fedora 23 with version 2.22

This file still exists with glibc 2.24, the current stable release
(from August 5, 2016). What version(s) do you have in mind?

ivanhoe:~$ ls /lib64/libc-*.so
/lib64/libc-2.24.so
ivanhoe:~$ ls -l /usr/share/i18n/locales/en_US
-rw-r--r-- 1 root root 5803 Aug 6 07:16 /usr/share/i18n/locales/en_US
