It indeed doesn't (rather: shouldn't -- I didn't check) affect the glibc
build.

For Linux, I'd assume that Yann E. MORIN's crosstool-NG,
<http://ymorin.is-a-geek.org/dokuwiki/projects/crosstool>, is what one
uses these days.  It's derived from Dan Kegel's crosstool,
<http://kegel.com/crosstool/>.  Both of them are discussed on the
crossgcc mailing list, <http://sourceware.org/ml/crossgcc/>.  If you want
to build a toolchain for GNU/Hurd, or for general inspiration, you're
invited to have a look at my instructions at
<http://www.gnu.org/software/hurd/hurd/building/cross-compiling.html>.

It's for architectures (and the like) glibc has been ported to, but that
are no longer officially supported, and thus are no longer included in
the glibc proper archive.  Some of them are still, more or less actively
maintained.
