versioned_symbol and symbol_version/default_symbol_version

As I understand, we should use versioned_symbol instead of use
symbol_version/default_symbol_version directly. Am I wrong? What
is the guide line? I can see cases I want to create a glibc for ia32
without the support for the older versions.
