glibc 2.27: slushy freeze

Hi,

We are entering slushy freeze mode now.

Please commit new features which have been reviewed and are OK.
If your new feature still needs review and is not listed as desirable
or blocker feature at the release page[1], it's unfortunately too late,
please defer to glibc 2.28 when it opens.

Documentation changes and bug fixes are OK.

The next day in the freeze calendar is Jan 10th (3 weeks before the
release date). By that date all desirable features would have to be
either committed, reassessed as blockers, or deferred to glibc 2.28.

This would be a good time for architecture maintainers to start active
testing and updating "Build and test issues" section of the release page[1].

As the changes to translated messages compared to 2.26 are minimal,
I'm going to commit a regenerated libc.pot and submit it to the
Translation Project on Jan 10th, too.
Please do not commit any changes to translated messages after that moment.
