Tested patch, working as expected. Also compared results with http://demo.icu-project.org/icu-bin/collation.html (Select language ml) and it is giving exact results.
Santhosh, as mentioned in other patch, do provide Changelog entry for this patch.
Can someone help to commit these patches?
