Well, I don't object to either ad hoc rotation to ChangeLog.18, or 
rearranging past ChangeLogs by date, independent of a move to 
automatically generated ChangeLogs.  But the previous discussion is 
evidence of a lack of consensus.

(Correction to my previous message about renaming ChangeLogs: the existing 
convention when stopping using ChangeLogs in a subdirectory would be to 
rename to e.g. libidn/ChangeLog.old, as done in nptl/ and nptl_db/, not to 
toplevel ChangeLog.libidn.)
