This is already done, by applications outside glibc. For example, the tzselect program (part of of the tzcode distribution) lets you list tzdata names alphabetically, or in order of distance from your location, or geographically. Other commonly-used time zone selectors do something fancier, e.g., based on <http://efele.net/maps/tz> shapefiles. None of these selectors are based on the recently-removed glibc locale information, or would benefit from reverting the removal.
