[BUG] Bugzilla 16601 - Resolver ignore all IPv4 nameserver after IPv6 ones and BZ #13027

Hi,
I'm currently working on a patchset to introduce the functions
res_setservers and res_getservers which can be found in libc/libresolv
on FreeBSD and Solaris [1] and provide a sane interface to get and set
IPv4 and IPv6 nameservers.

While implementing it I found the same bug that was reported as #16601
less than 3 weeks ago, and a patch which fixes the issue for me is
linked in the Bugzilla by the reporter [2]. Could someone please look
into the issue, as my patchset kinda depends on it to work correctly?
