[PATCH 1a][BZ #14876] Make strptime %Z consistent between doc and code.

This is second bug that concerns strptime. Following patch does consume
timezone input. Possibility b is to update doc to
%Z WARNING: currently no input is consumed.

OK to commit?

	[BZ #14876]
	* time/strptime_l.c: Read timezone entry.
