I'm checking in this CVE fix in with the following NEWS entry:

* CVE-2013-4788 The pointer guard used for pointer mangling was not
  initialized for static applications resulting in the security feature
  being disabled. The pointer guard is now correctly initialized to a
  random value for static applications. Existing static applications need
  to be recompiled to take advantage of the fix (bug 15754).

I've tested this on i386, x86_64, ppc, ppc64, s390, s390x, and arm.

I have updated stackguard-macros.h for sparc32, sparc64, tile, and
ia64 with what I believe should be the correct fixes.

I tested specifically on arm which has no optimized pointer guard
support and verified that __pointer_chk_guard_local is the correct
name to use since that's the symbol libc.a exports. I also verified
that the test builds and passes on ARM and that I see a COPY
relocation correctly against __pointer_chk_guard in the dynamically
linked test binary.

I would appreciate it if machine maintainers ran the testsuite
and tweaked the offsets appropriately if they are not correct.
