It's part of the contribution checklist.

You are required to assign the copyright of your change to the FSF
such that your work can be included in the project.

You can sign a `request-assign.future' form to assign past and future
changes you submit to the FSF for inclusion in the project.

You take the form, fill it out and email it to assign@gnu.org.

They will send you back a legal document for your review. After review
you sign the forms and send them back.

If your employer claims copyright on the work you do, then they will need
to sign the assignment instead of you.
