Consistently use TEST_fl_f in tests of scalbln

- Subject: Consistently use TEST_fl_f in tests of scalbln
Some libm-test.inc tests of scalbln correctly use TEST_fl_f, some
incorrectly use TEST_fi_f. This patch fixes them to use TEST_fl_f
consistently. Tested x86_64.
