bits/libc-tsd.h, bits/atomic.h and other non-installed headers?

"In <http://sourceware.org/ml/libc-alpha/2012-09/msg00305.html>, Roland notes that the <bits/*.h> naming scheme is generally for installed headers, and so is confusing for non-installed headers. The following bits/*.h headers are not installed and should be renamed to reflect this: bits/atomic.h bits/libc-tsd.h bits/linkmap.h."

Should e.g. bits/libc-tsd.h just be renamed to libc-tsd.h? Or is there an convention for non-installed headers?
