When a test uses a locale, please make it one of those listed in LOCALES
in localedata/Makefile, that are guaranteed to be available when running
the testsuite. For example, de_DE.UTF-8, but not en_US.utf8. Also, you
need to set LOCPATH in <test>-ENV so that the newly locale data is
guaranteed to be used by the test.
