Translations gone out for 2.16.

I've checked in the libc.pot changes for trunk.
I have tagged trunk with tag "glibc-2.16-tps" and uploaded a snapshot
of the tag for the translation team.
I have notified the translation team of the new snapshot release.
I have also updated the wiki to provide instructions for the next
release manager to follow.
>From the snapshot release the translation team will update
translations which we will roll into the release.
