The cvs/* tags should match whatever they meant in the old cvs state.
They are just there to preserve that history, even if it's dull history
and nobody will be paying attention to the tags in the future. If we
have an accurate representation of some useless old CVS tags, then that
is fine and well and we can live it alone.
