patch: Correct an_ES charset and add an_ES.ISO-8859-15 to SUPPORTED

This patch should fix both issues:
2003-06-25 Petter Reinholdtsen <pere@hungry.com>
* locales/an_ES: Change default charset from ISO-8859-1 to
ISO-8859-15 as the locale need the EURO sign.
* SUPPORTED (SUPPORTED-LOCALES): Add an_ES.ISO-8859-15
