Yes, glibc does not (yet) support that specification. But it is
also quite new, as it has just been approved and not published yet.
I believe that what is implemented is the 1997 version, 
ISO/IEC FCD 14652:1997, that I also gave a reference to.

The differences between the 1997 version and the 2003 version is
quite small (you may wonder what took 6 years to complete, but it was
the Unicode people that delayed the process immensely). 
It is not the full 1997 version that was implemented, eg. the
"week" keyword was not implemented, but almost all of the 1997 version
was implemented, AFAIK.
