I contact to the Ecuador embassy in Japan
(http://www.ecuador-embassy.or.jp/), and the member of the embassy
staff said in 2000 Ecuador changed their currency symbol from ECS to
USD. This web page also says now Ecuador uses USD, not ECS.
This patch also fixes int_curr_symbol for es_EC.
