ppc completely soft patches


Hi folks.

Here are the patches for the complete soft implementation.

A quick round-down to help in reviewing:

- At Uli's request I keyed this configuration on a new triplet.  I
  choose --host=powerpc-unknown-linux-gnusoft, which sets --without-fp
  as well.  Suggestions welcome if this is not acceptable.

- I've moved powerpc/fpu/bits/fenv.h to powerpc/bits/fenv.h because
  now everyone uses it.

- I've changed the masks of FP_EX_* in sfp-machine.h to match those in
  the FPSCR.  It makes everything much simpler.

- I've re-defined FP_DIV_MEAT_S to use the iterative division routine
  in my previous patch by Richard.  This avoids the bug in gcc, and
  besides no one was using this soft stuff anyhow :).

- I've added a whole slewful of files implementing the <fenv.h>
  routines in powerpc/soft-fp/.

Everything else should be somewhat obvious.

Testing:

  - make check, using gcc 3.2, and binutils from CVS.

	 (both in the soft implementation, and in the traditional FPU
	  imlementation)

  - spec2000 C floating point tests on both implementations.

  - I have visually inspected the fenv routines with objdump to make
    sure that the soft implementation has soft code, and the
    traditional FPU imlementation has FPU code.

  - I have run paranoia on both implementations.
