I'm SORRY my botheration for glibc developper.
I SOLVED this problem.
This problem was my problem.
I was using rawhide's rpm.spec which didn't fit powerpc gcc option.
I know which isn't supported powerpc,so it was my fail.
When I rewrite that options to -O2 -fsigned-char,
problem has gone.
