More specifically, the request form is at

The criteria for assigning a code are at
http://lcweb.loc.gov/standards/iso639-2/criteria2.html
It appears that the SIL code is AXX; I'm not sure whether copying the
SIL code is common. The "canonical" code, ara, is already used for
Arabic.
