You mean in the GB 18030 publication? Yes there is, it is described within
the first few pages. There are no code charts in the book for the Unicode
range U+10000..U+10ffff, just the range description and description of the
algorithmic mapping.
(I am out of the office until Monday, so I cannot pinpoint the exact page
number.)

There is no definition of Unicode range U+10000..U+10ffff in the
standard book published on March 17, 2000.
