sigqueue not implemented?

I am wondering if sigqueue() is not implemented
in glibc - more pecifically on Linux/Alpha version.
In sysdeps/generic/sigqueue.c it seems to me that
it is defined to return ENOSYS. Every call to
sigqueue() returns failure. Can someone tell me
if I am missing something.
