Yes, I'm afraid "make install" is broken.

I've been too stressed with other things to fix it, even though
I don't like if when the cvs archive is broken!
I'll see if I can get around to it today. (There are
some new complications in the makefile. In addition to various
files pre-procsessed, I'm also working on compiling Kawa
to native code using gcj. This is almost but not quite working.)
