5.3 is ancient. Don't use it unless you really, really have to.
6.1 will work, but you will need to patch it. Search this mailing list
for arm-elf, cygwin, and 6.1 and you'll see the a message from me
containing the patches. [Of course, I am assuming that you're running
into the "usual" problems with 6.1, since all you say is "it doesn't
work".]
IMO the easiest thing to do is checkout the repository version of the
sources, which is what I use. Directions are on the download page on the
insight webpage.
