help installing

I have an AMD XP 1600+ running fedora core 1
(installed from the yarrow isos), kernel
2.4.22-1.2149.nptl. I'd really like to get insight
running.
./configure completes
make completes (as far as I could see, no errors)
but make install says the following:
/bin/sh ./mkinstalldirs /usr/local /usr/local

what does that mean, and how do I fix it?
