Problem with compiling tk

I'm trying to build insight on redhat linux 9.0. I'm
using insight+dejagnu-20030716. I keep getting the
same error and I'm not sure how to fix it. The error
is the same whether I configure and make from the
insight+dejagnu-20030716 directory or from the tk
directory. I get this.
