Duane,
You need a more recent Cygwin that B20 to build the more recent Insight's.
Get the one from the sourceware cygwin site.

BTW - this one has been asked and answered quite a number of times...
Sounds like an opportunity for the new maintainer to put up a FAQ, with this
as the first item :-)
