Mumit Khan kindly put together a Windows binary version of Insight.
You can get it from his site at:

ftp://ftp.xraylith.wisc.edu/pub/khan/gnu-win32/cygwin/ports/

The file you want is called:

insight-19990727-cygb20.tar.gz
