Scheme modules: issues and suggestions

I wrote a discussion paper about various issues in a high-level
module systems, and my proposed resolution.  This is by no means
a complete design (or even all that coherent ...), but may help
people get an idea where my thinking is, and the sort of thing
I am likely to implement in Kawa.  I hope Kawa and Guile can have
a common module interface.
