gsl 1.16 temporarily on hold

Subject: gsl 1.16 temporarily on hold

So far it looks like the 1.15.90 test release is working well for everyone.

However I've been contacted by Mark Galassi, one of the originalauthors, who wants to take over as the maintainer and asked me to holdoff on the release for a few weeks.
