Anton,
I've looked at your license for R-quant and it allows only
non-commercial use, so that would not be compatible with the license
of the GNU Scientific Library.
The relevant parts of the GNU GPL are Sections 2 and 3 (in the
COPYING file included with GSL). There are also some FAQ entries on
the GNU website which discuss this, e.g.
http://www.gnu.org/licenses/gpl-faq.html#GPLInProprietarySystem
If you need more specific information feel free to ask, but if you
wanted to use GSL in your product you'd need to change the license to
GPL.
