Adding more information about this...

In Brazil, ABNT is the association that establishes this format.  According to
ABNT's NBR 5892/1989 all the numerical dates use '.' as a separator.

With that said, although ABNT is adopted in the whole country, that specific
norm is not, including the "Diário Oficial da União", where all the
presidential decisions are published [1].
