For a patch to be considered, it needs to follow all the usual 
contribution requirements

most critical is the detailed explanation of the patch.  It is critical 
that this is written in good faith, working with consensus as it is 
currently understood by the community - it may argue for a change of 
consensus, but needs to be written from a basis of understanding the 
current consensus first and of explaining reasons for a change, not 
claiming that something exists that does not.

Certain advocacy styles are fundamentally contrary to the good faith 
requirements of collaborating on building consensus, and so attempted 
contributions from people using those advocacy styles are best ignored 
because the risk that the patch explanations are misleading is too high.
