FIXED should only be used where a commit to glibc resulted in a fix to a bug
(in which case the target milestone should be set to reflect the first mainline
version with the fix). INVALID is correct for reports not disclosing a bug.
(WONTFIX is only for where there is agreement from the glibc developers that
something is a bug, but also agreement not to fix it - for example, for a bug
specific to a port that has been removed.)
