This causes failures in the test suite even without --enable-bind-now:

FAIL: dlfcn/tststatic4
FAIL: dlfcn/tststatic5
FAIL: elf/check-localplt
FAIL: elf/tst-relsort1
FAIL: elf/tst-tls9-static
NB: Some of these are static binaries, and running them under GDB with an
explicit dynamic linker invocation causes a different crash.
