Created Bug 19723:
Add --complocaledir option to change install directory of compiled locales e.g.
locale-archive.

To track the changes required to enable configuration of the compiled locales
directory.
This bug however is fixed. You can now use --localedir to set the message
catalog directory as specified by the GNU Coding standard.
