We have received a report that the current behavior of ldconfig -X is
surprising because it removes stale symbolic links.

The (externally maintained) manual page says this:

       -X     Don't update links.  Unless -N is also specified,
              the cache is still rebuilt.

So the expectation that -X inhibits all symbolic link changes seems reasonable
to me.
