The standard is very clear that there must be *inbytesleft bytes available at
*inbuf.  There is nothing that forbids accessing all bytes in *inbuf, the only
requirement is that *inbuf and *inbytesleft must be accurate on return.  It is
impossible in general to know how much space is needed in *outbuf before
reading the next bytes from *inbuf.
