Versions before 2.17 are no longer maintained, see
<https://sourceware.org/glibc/wiki/Release>. In 2.15 ports was still a
separate tarball and repository and you needed to put it in a "ports"
subdirectory of your source directory manually before configuring, and ARM was
a ports architecture.
