It is still a bad decision on their part. Having to exit LO, set the locale,
and start the process again just to change the format is bad design.
Alternatively they could provide an interface that let them change the locale
for the running process (though it's MT-unsafe).

The best we can do in glibc is make locale creation easier with some kind of
CLI tool, and I'm happy to see patches for that. Firstly I'd like to see
patches to the manual to describe how to get this to work using the existing
tools though. I think that would be a worthwhile project for anyone interested
in this.
