I believe I am affected as well.
Somehow the locale-archive ends up in/usr/lib64/locale/locale-archive for me,
which is not where systemd upstream expects it to be at.
I'm trying at the moment:
--localedir=/usr/lib/locale \
libc_cv_localedir=/usr/lib/locale
At the end of configure options, in hope that it will be honoured.
