I recently added support for version-3 format tz files, and this should appear
in glibc 2.19.  There should be a test case for this.  In the current tz
database, TZ='America/Godthab' exercises this code, for time stamps past 2038. 
It might be good to test with TZ='WGT3WGST,M3.5.0/-2,M10.5.0/-1', as that would
make the test immune to future changes in Greenland's rules.
