Define "works". If I generate the locale for "eo" and export LANG=eo, I
certainly get translates messages for, say, dpkg --help:
(base)adconrad@cthulhu:~$ sudo locale-gen eo

eo.ISO-8859-3... done
Generation complete.
(base)adconrad@cthulhu:~$ export LANG=eo
(base)adconrad@cthulhu:~$ locale
LANG=eo
LANGUAGE=

What level of validation are we looking for here? I'm far from a locale guru.
