Note that the proposed locales contain capitalized month names. It seems to
contradict the approach in BZ 14943.
This submission does not contain any justification for using euro as a monetary
unit in Antartic or "Unknown or invalid territory".
It is not clear if using non country codes like AQ or ZZ may brake existing
applications or their user interfaces. Some applications use data from the
country field of the locale name to get country name translated to the target
language using iso_3166-3 tables. Debian maintains these tables and the
corresponding packages are included into many Linux distributions. The
applications may brake because there is no translations for Antartic or ZZ in
iso-3166.
I think the right thing to do would be to close this bug as a duplicate for BZ
14943.
